The project Provision of Digital Technologies Fostering Tourism 4.0 and Technological Learning in Montenegro supports the modernisation of Montenegro’s tourism sector through the use of advanced digital technologies. It focuses on introducing innovative solutions that enhance the preservation and presentation of cultural heritage, improve visitor experiences, and support the development of sustainable and competitive tourism products.
Building on successful Tourism 4.0 practices from Slovenia, the project promotes knowledge transfer, innovation, and collaboration between public institutions, cultural organisations, tourism stakeholders, and businesses. Its long-term goal is to strengthen digital skills and technological capacity, contributing to a more resilient, inclusive, and future-oriented tourism ecosystem in Montenegro.
Slovenia provides a strong reference model in this field. Between 2019 and 2022, more than 30 leading tourist destinations developed digital tourism experiences based on cultural heritage, supported by a national initiative presented on the DIKD portal. The initiative resulted in over 110 digitised 3D models of cultural heritage, enriched with immersive and multimedia content.
This was part of a broader programme co-funded by the Slovenian Ministry of Economic Development and Technology, supporting projects that integrated cultural heritage interpretation, tourism product development, and digital technologies. The programme also included training activities and the development of a dedicated handbook, and received international awards, including one from the European Cultural Tourism Network.
The experience gained through these initiatives is now being transferred and adapted to the Montenegrin context. The project was developed following a request from the Montenegrin Ministry of Economic Development and Tourism, with the support of UNIDO, aiming to strengthen technological capabilities and foster innovation in tourism and related sectors.
Technological development is provided by Arctur, in cooperation with University of Donja Gorica, which contributes academic expertise and supports local implementation.
